- Write the Telecom Authority of Singapore at 4-8 George street, Singapore
- 0104. The manager of licensing and standards is Tang Chee Mun. Tell him
- exactly what you want to do and when. He will send you the rules. Be
- sure to ask him if your ______ tranceiver(s) are on the approved list.

- Bring the original of your Licence and operators certificate.

- Do not bring any equipment that is not on the "approved list". Most
- synthesized above 30 MHz (maybe all) are not yet approvved.

- You will need to submit:
- - Passport
- - Your cert & lic
- - Two LOCAL character references who have known you for at least 6 months
- So, when you get into town, make friends fast. Hint. SARTS club meetings
- are on the last thursday of each month at the Members' room of the
- Medical Alumni Assn #2 College Rd. So. Hint. if you are clean, neat,
- professional, beg a little, have a really good employer, you might get to
- apply after 3 months; apply as soon as you can.
- BIG hint *don't* try to buy your way in as done in some other Asian
- countries; that won't work here.
- - Approval letter from your landlord (usually a management corporation)
- Hint. choose VERY carefully. Oh yes, if you operate HF, stay away from
- the Fort Road area please ;)
- - A complete diagram of all components, the wiring and position in/on the
- building.

- You will also have to give your transceiver to the TAS for examination.
- Do this before you get your licence and save another 2 - 4 weeks delay.

- This will cost you $200 per set (you guessed it, we don't have too many
- multi-multi stations here). Hint. If your tx/rx is modified for out of
- band operation UNmodify it now.

- Leave your linear stateside, we are only allowed 150W CW 400 PEP on HF

- Our bands are not the same as yours as we are in region 3 of the ITU.

- Keep your act *very* clean. The local authorities do not cotton to what
- they consider a bad influence. This means be respectful, clean, neat,
- polite, and be nice to your mother (come to think of it, is that not how

- When dealing with junior level Singaporeans, they *follow the rules*. So
- they often say "cannot" automatically. Be persistent, firm but polite
- and if you have to ask to speak to their boss. Be careful, make them

- all, be ssure you are "right and reasonable".

- STS-64 SAREX Is Active On Packet Radio

- After several days of being silent on packet, the STS-64 SAREX payload
- came alive today on packet. The general reason given for the silence was
- to conserve electrical power inorder to extend the mission of STS-64 for
- another day. KA3HDO reports that the SAREX packet payload was turned on
- today and will remain on until it has to be stowed for landing. Listen for
- on the packet downlink link frequency of 145.550 MHz and remember that the
- the uplink is on 144.490 MHz. However, before transmitting, listen to the
- downlink for voice operations as voice operations are always a possibility.

- the recent election to fill three seats on the organization's Board of

- Argentine Antarctic Satellite Operation

- On 14-SEP-94 an Argentine team sailed on an icebreaker carrying a portable
- MICROSAT station and two AMSAT volunteers, LU2AOQ and LU9AFP. The objective is
- to demonstrate digital satellite communication including the transfer images
- and data files to those stationed in Antarctica with an aim of eventually
- placing permanent amateur satellite stations in Antarctica.

- Such a demonstration is made all the more relevant because normal HF
- communication between Antarctic bases and the South American continent are
- frequently interrupted, especially during this portion of the solar cycle.

- The ice breaker is working under callsign LU7AA, and will be underway for
- about one week. In addition to operating on the MICROSATs, the AMSAT
- volunteers will working the RS satellites.

- All the amateur community is invited to participate in this experiment.
-
- The portable station being used was assembled by LU5EO.

- JARL Sponsors A Special Event Station

- In connection with the International Telecommunications Union 14th
- Plenipotentiary Conference to be held in Kyoto Japan from 17 September to
- 14 of October, the Japan Amateur Radio League, has set up a special amateur
- radio station using the call 8N3ITU. The station is available to all
- Conference attendees who are licensed amateurs in their particular countries.
- Many Post and Telecommunication Ministers and their assistants from all
- over the world are to attend this meeting. The station will be capable of
- operating all modes from 1.9MHz to 1200 MHz, including AO-13 and other
- satellites.

- Amateurs are reminded that 8N3 is not a new country, just JA, and that this
- is not a DXpedition. Japanese operators will be present but only to assist
- operators from foreign countries. They are instructed not to handle "pile-
- ups." Amateurs are asked to please not disturb the operation of 8N3ITU and
- please not engage in DXpedition style pile-ups. QSLs for contacts with 8N3ITU
- will be sent via the JARL bureau. For those who cannot use the bureau, they
- may send cards and an SASE to 8N3ITU,JARL-KANSAI 3-8-31 DAIDOU,TENNOUJI,OSAKA
- 543, JAPAN.

- JAMSAT played a very important roll in achieving satellite capability for
- 8N3ITU. It is hoped that this will demonstrate, to the delegates, the
- possibilities and importance of Amateur Radio Satellites. Hopefully it
- may influence some governments, of countries where satellite operation is
- inhibited, to open the VHF and UHF Bands for Amateur Satellites Usage.

- Although this operation is coming at a time when AO-13 is not in its best
- orientation and the station may be hampered by a long coax run, the JAMSAT
- volunteers are doing their best to put on a successful satellite demonstration
- for some influential people. AMSAT wishes them luck in this worthwhile project.

- ation of the bird will be continued for a while because mode switching
- between digital mode (Mode-JD) and analog mode may cause some problem

- AO-16: WD0E reports that as of 18-SEP-94 the team of WJ9F, WD0E and VK7ZBX
- is continuing the software relaod of AO-16. Last night the first stage was

- LO-19: After of being out of service since May, LUSAT-OSCAR-19's BBS is
- now working again! Last May, for some yet determined reason, the BBS crashed
- during a pass over South America near a region know for its high-energy
- particle activity called the South Atlantic Anomaly. Last Sunday, 11-SEP-94,
- AMSAT-LU ground controllers were able to bring LO-19's BBS back on-line.

- When I reply to a message using my mailer's REPLY command I
- never see a copy of the message come back from the

- There are two possible causes. One is that your mailer
- sends the reply only to the originator of the message.
- In this case you will have to manually CC the mailing
- list. The second possibility is that your mail reader
- is so ancient and broken that it sends replies to the
- ``envelope'' from address instead of the From: or
- Reply-To: header values. If your mailer sends replies
- to dx-request@unbc.edu you are running broken software.
- If you are in the att.com or microsoft.com domains you
- want to double check for this second problem. Note that
- replies sent to dx-request get filed in the bit bucket.

- bulletins is available via anonymous FTP from
- unbc.edu:/ampr/bulletins/. I add back issues as I come
- across them - feel free to contact me if you can help
- fill in the holes. Some time this fall I will be set-
- ting up a WAIS server that will include all the online
- bulletin files. WWW and Gopher interfaces to this data
- are also in the works.

- RF match calculator optimizer is a graphic impedance calculator. The
- program can be used to match sources to loads with networks made with
- impedances, inductors, capacitors, transmission lines, stubs and trans-
- formers. Frequency and components can be trimmed on line and the result
- is imediately shown. Frequency sweep and montecarlo simulation can be
- used to evaluate the behaviour of the matching network. Autotuning
- helps the user to find a solution to matching problems. A pop-up
- calculator for complex numbers is also included.

- I'm now using GOLDWAVE v.2.11 for this purpose and it seems to
- be working like a charm. Can capture 120 seconds of audio
- before it loops back to the beginning of the file.

- This may or may not be what you are thinking of. In the September 1993
- issue of QST on page 23, there is a shaded box with the title,
- "Reconditioning Small Lead-Acid Batteries." It's kind of long, so I
- wasn't going to type it unless you really needed it. The basic concepts
- though are to apply a large amount of voltage in the correct polarity
- untill it to start charging - 50 volts on a six volt battery. He does
- say that you should do this when you are there, or else put on a
- "sutiable resistor in the charging circut to prevent excessive current if
- the battery came "alive" when [he] wasn't around." The author goes on to
- say that this might not work, but he has sucessfully applied charging
- voltage in reverse for about 30 seconds - allowing no more than 0.5
- amphere of current to flow. This is actually suggested by some
- manufactures of lead-acid batteries. There is an explanation of why this
- works too. Once the current flow is started, it can be increased by
- repeated charging and discharging until the battery begins to act like a
- normal battery.

- In Hints and Kinks by the ARRL a few years ago, an article by a British
- ham described how to revive a Nicad by adding distilled water. He drilled
- a small hole thru the center of the anode. He inserted a syringe needle thru
- the whole thru the rubber pressure seal and added about 3 ml of distilled
- water to a AA size nicad. The rubber pressure seal supposedly closes enough
- to prevent a leak. The battery is allowed to sit overnite while the water
- disperses into the battery. He then recharged it to near full capacity.

- I tried this myself and surprisingly, it works. You don't get the full
- rating you had before but I got about another year of good use for my
- HT nicads. They were 5 years old and wouldn't hold a charge. The author
- of the article stated the batteries dry out and adding real electrolyte
- would be better but said the distilled water was good enough. I haven't
- done it since, I like a rotating my nicads every 3 years now for
- reliability.
